I'm a little behind on this but one thing I've seen is middle and middle upper class people who know plenty of families who got CTC and none of them 'needed' it. Or their friends don't realize they needed it. (Americans tend to hide their economic need, right? Or fein a stratum or two higher.) People's circles tend to be in mostly the same socioeconomic class. This is, imo, the 'spending it on vacation' thing. I bet over half of Americans don't realize they know anyone who needs it for necessities or basic things.
